The 3 of the in between range would permit the exact same thing i believe everyone needed when they searched for a reactor mod : More leeway in assembling their ship with less compromise between Damage/Defence/Energy
They way I see it are the 2 options:
Option A : Scaling updwards with energy and cost which is only usefull and hard to combine with mods that feature weapons so it kinda makes no sense...
Option B : Give the same energy levels but reduce the cost that your ships will get more efficient and cheap. So to say, better research means more efficient power production....
Option C : Maybe you have an idea or I get one
Please tell me what you think about that :)
This means for the devs that they can balance things directly in their usage concerning the ship types but this also means for the modders that they have to overwrite more stuff and that leads to less compatibility in some of the shiptype mods^^
