nice idea , like Superhighways in Civ2 , but is seems too strong

Perhaps you should lower the modifier, or even better you could take gold out of the modifier and take science and prod out of the 'every 5 citizens', so that its:

+10% modifier for city science and production
and
For every 5 citizen gives 1 gold
