What you have to do is to rename the decal according to the skin you want it to be associated with; say that you have a skin named camo.png To have the decal work with that skin, the decal must be named camo_DECAL.png That lets the game know that the decal is a decal, but it only works with that skin. Skins and decals are locked together; to change it, you must rename the file.
