If you want to see them full, you can always follow one around on its route. It might fill up before returning home. Or stalk out the garbage facilities it spawns from as they usually return somewhat full.
Plus that would also mean only people with Green Cities could use them.

I actually kinda like doing these more "boring" things, but I will enjoy not having to do recycling stuff for a while :P
