It wasn't noticeable before my update to vary the wind intensity for that ambient sound, where a strong wind layer would seemingly mask the problem in the original sound file
I've been doing some amateur field recording before, and that kind of noise is common for some microphones if the mic is too close to a leafy tree on a light wind breeze. But in reality our ears don't hear it so harshly.

Even it could be a mod that you least suspect, so I'd recommend to try again but with Sound Fixes Pack at the top priority in the Mod Manager so that the rain sounds are not overwritten by another mod

So I set out to restore it by modifying the .scs file available on the SCS forum (for personal use only), but sadly, for some reason, I can't modify it.
Do you think if I make a mod with an FMOD bank that restores the music, placing it above your mod in the load order, it will work? I mean, I could ask you to do it and I would really appreciate it, but I'm offering to try it myself (although I don't know if I'll succeed...)

Cip's mod is clearly not made with the default audio settings in mind, so while you can use it, you can get more cohesiveness and standardization in the sound volume with using the Sound Fixes Pack for train sounds
For parked police cars in random road events, they can react to the player with police sirens. I recall them using a police siren sound if you broke a law in their presence, or perhaps at least if you collide into them
Have you considered whether you have something configured dropping the sound's volume on the system level?
