That's correct. I saw someone who figured out how to make a sign flash, and there may be a secret to animation hidden somewhere in that technique, but I'm not sure how they did it. The official word from Colossal Order is that there is no animation support 2D or 3D, except for special circumstances where you use pre-build 3D animation (like, all custom tree assets blow in the wind, or the part of a car asset that touches the ground will rotate.)

I take it you can't animate these because the easy way would be with apng or gif:, and the game engine doesn't support either: http://answers.unity3d.com/questions/59517/unity-supports-apng-format.html
