I also think Doom could have walked away with the ability to go through other territories like you gave your other civ (Diplomatic Immunity).
All and all a great Mod but still needs something. imo
And yes, you're not wrong, Latveria in the comics has plenty of forests and foliage sometimes, but from a design standpoint, Doom is the only one in my mods with ties to Tundra and Snow, and enforcing those ties encourages his isolationist attitude.
And as for the UA, you're not meant to build farms on EVERY tile, but it lets you build more if you need to have more population in your cities, especially if you don't settle near a river (and the bonus science still counts with a trading post). Plus, the science bonuses are only for you, so enemies other players aren't goig to be as eager to attack your city that has a whole lot of useless snow tiles, so it's a kind of natural defense, playing up his isolationist attitude. And you wouldn't be getting science bonuses from trade routes anyways, you're proabably always going to be in the lead in science.
