Problem with porting toons is their unique toon dna system, including size and body parts: It simply does not work with Valve's hl2 skeleton, and even if it did, there'd be no way to make a specfic toon without making 81 unique models for each toon, and that's generously assuming the heads would be bodygroups.
Of course, if they were not to be playermodels but rather ragdolls there could be a "Toon Stool" made which would combine 1 of 3 leg models, 1 of 3 torso models and 1 of 4 heads (per species, aside from mice who only have 2)
Actually, that's a pretty good idea, and I do need to practice programming...

@Penguin Uh, yeah, no. We would need the original EGGs for those and we don't have them. One can CONVERT them to EGG, but the skeletons will break...so we'd need to rig them, which isn't short.

Tontoe2, this addon requires SCars Slim to function.
When you download SCars Slim a new "SCars" tab should appear on your spawn menu, this is where you will find the Toontown SCar.

would this vehicle be in the entities tab or the vehicles tab?
