I havent grown anything in ages, but the engine always tries to favor larger lots, so make sure that no 3xX or 4xX buildings are in the theme

or 2x3 zones?

How do you create your zones of rowhouses? Do you make 1x4 zones and leave spaces in between to let the buildings grow and then fill in between or is there a better method?
