It's for neither; Fallout: Decay is based on PostnukeRP. For that matter, most of PostnukeRP's base function were remade to be more stable. For more information, check about page on the wiki.

Just a heads up, this is not the place to post about missing maps.

First, check the content page at frostburnt.com for the map

If you cannot find it here, please make an account on frostburnt.com and post a bug report.
Otherwise, be patient as it will be fixed promptly regardless seeing as if there's actually an issue with the server, it is generally fixed very promptly. We cannot help you in the event that you cannot download the map despite it working fine for everyone else, just make sure your downloads are enabled in the gmod multiplayer settings.

This workshop collection will never feature maps as maps we use are not obtainable through the workshop most of the time.
