Correct, although in my experience it's very easy to reach that point fairly quickly on a new map

@King_Josh_The_Great, the price is $15000. Maintenance is 2000. Like I said, it's not really supposed to replace the university in your city, that was just the category that made the most sense to file it under as parks create seagulls and I didn't want those, nor did I want it to be growable.

@LittleMikey Lol, yeah I didn't want the gym to replace the universities in anyones cities, they're largely just for aesthetics
