@Magic Beans : it's a growable, this means it will grow, like all the standard buildings in the game. It's a high level, so it will only appear in a zone where all services like police, fire, education etc are high and where parks or recreation is available. Have fun.

@Knight Lazarus : all growables have the same capacities depending on their footprint and level. This way no building can take over its category like it happened in SC4 when builders did use wrong numbers according to a building size.
Maybe people can try to modify this now with all the mods around, but I hope this won't lead to a situation like in SC4

@toto123452 : You must provide all services, sometimes even more than what is actually needed, have parks around too, not too much noise (circulation), trees help too (and they reduce noise).
