I wouldn't say that, only 3 bombs and the rest with paratroopers? That is little, with 5 stars I would have expected a little more than the 3 bombs and 2 troop paratroopers, I would rate it as a 2 star for the great and awesome fatality.

Modding is only supported in custom games. So any custom game setup online will allow it to be viewable by other players. Those players will DL the content while in the online lobby of your match.
