I can certainly make a blueprint of the Tractor and upload it to the workshop. May take some days, since I am kind of busy with real life problems at the moment. Best case scenario sees the blueprint up this evening.
I don't really understand why it should replace a ship in your game. On my system the Tractor appears as an additional respawn ship. I'll try to replicate the error though.

This is pretty slick, much better than the lifeboat, I like the streemlined design.
