I don't think there's any canon reason, I think it's just that the devs wanted her to look a little more youthful considering she's estimated to be in her mid-twenties.
Iirc, in Portal 1, she had a bit of greying hair. It doesn't really fit the concept of the game to have some older, more fragile protagonist pulling off these death-defying stunts

And unfortunately, fixing up the weight-painting isn't enough, as although the bone names might be the same, they're positioned different, and will not work right or at all with the HL2 animations.

The reasons I'm asking this is because, I'm making a Chell model from the first game as a player model and the ways I'm doing is decompiling the the model I got from the VPK files in the game files, fixing up the weight painting, textures, and recompiling it, but for whatever reason I believe I'm cheating doing it that way, likey because I'm doing it differently from the way I learned>
