no it doesn't, it just extends it to a certain amount. I'm sorry, it was a long time ago I made this for my own private server with my friends, so I don't know the exact speed limit with this mod. It wasn't intended to set this mod's visibility to public, I messed it up somehow. If you've got any questions, I can't really answer them, too.
But still: You're able to do this yourself easily, if you want to change the custom speed limit (just look on YouTube) :D
