Well even though it's quite common for Valve to leave unused beta assets in the game archives, the fact that textures are there doesn't necessarily mean mesh/models are. Chances the mesh was a part of actual map. That means the only way of getting it is to have someone experienced with map/model creation (and personally interested) to re-create mesh/models, uvmap textures, and put them in the map.
This isn't something I was ever capable (or willing) of doing, and I'm retied from l4d2 modding atm.
This mod is merely (another stupid) particle mod of mine , so it doesn't really have anything to do with actual map or objects in it.

I'm talking about modmaking! almost each of these objects/things/trash-on-floor are exist in game, the only thing left - to edit map adding those objects and decorate level, like you did it with THIS X-mas FX DarkCarnival mod .

judging of E3 teaser (which was made on betaL4D2) 4th level c5m4_quarters of The Parish campaign was different: there was kinda fest, peoples were celebrating something, streets was decorated in multicolor baloons, carnival masks, trash and things on the floor belonging to fest, and police fences.
If you stop video at a right time you can see sing in the distance, it says "Louisiana Fall Festival", and at foreground is says "CRA(?)FEST", CEDA leaflet upon it.

In other words, there was a lot more festive supplies, level was more detailed.
