Mod stoped working and all localization were removed. It wasn't what I expected for a fix :o

Lowered the base cost of locations to 0.75 with a slight penalty if it goes to you or a subject.
Added capital locations to the potential block so they show up in the list, even though they can't be returned.
The Emperor now receives +0.5 Imperial Authority for each HRE location returned through the peace option.
The AI is now more likely to return HRE core locations when the winning country is the Emperor.
On another note. Dou you think it should'nt be possible to return cores if the location has an uncaptured fort?
Right now the warscore cost just doubles for that location.
mind you it was a bit silly of a request. i was at war with genoa for their islands, and succeeded. i hadn't occupied any of mainland italy, and the provinces had uncaptured forts in territory that didn't belong to genoa. anyway, it was an option in the peace menu so i took it but they didn't transfer ownership.
