@turseturtle PRIVATEER_HARASSMENT_IMPACT is still -0.001.

@Mokiia Trade was definitely fixed. Were privateers not fixed?

Paradox didn't fix it in 1.0.6. Mod still needed.

Am I missing something or does this not fix it? The navy suppression on pirates is now just capped on 5% instead of 0.1. Still not enough to offset the base power gain of 5%, so they are still indestructible.
