Is this a reference to some character from another franchise? It feels like a promo item, what with the corn-blond hair (Soldier's canon hair colour is light brown) and the mirrorshade sunglasses.
If not a reference/promo item, it feels way too 1990s, while TF2 is set in 1968-1973.

But purely from a design standpoint, it's fine, I guess...
