Although raiding wouldn't be too hard to implement, using the low stakes casus belli would also work
in fact a mix of both could work really well too?
At the end of the day both implementations would work at increasing ai hostiliy & agression without the constant/massive swap of titles, which would simulate the feel of the actual table top game

Like have it so both the heretics and non-heretic can raid eachother, so that way you have a lot of small conflicts that aren't fully blown wars, that would really fit well with this :D
