That's... certainly a novel idea, and it looks damn cool, not gonna lie.
But I'm not sure Valve will want to open *that* can of worms by creating a precedent? As it would open the floodgates for more modellers to create more cosmetics with animated glow or flame effects (Overwatch and Fortnite style) that aren't actual Unusuals but could also have additional Unusual effect applied to it on top of it. The trading community would throw a fit, too.
Yes, I know there are a few cosmetic items with build-in particle effects, like cigar smoke or music notes emanating from headphones, but those effects are not very visible.
