I only once get stuck at upload, because i had a wrong "PublishedFileId". Check your AboutModText.json. "PublishedFileId" should be empty ("") at the first upload.
I think it gets stucked when something is wrong with the mod. Do you have any errors at ship- or crew creator? First column of the zone-grid can't be used for example. Do the png's fit? Did you tested your mod enough ingame?

whenever I try to upload a mod I get stuck on the "Uploading to steam workshop" page for like an hour, how do you do it?
