You're saying the mod doesn't work at all. Have you tried anything else except crafting dagger with Khelgar? Salvaging items for example?
Have you tried to run TCCR solo with other mods temporarily disabled?
Please note that the item's caster level, not the creator's caster level, is used to determine success or failure of item creation. Scrolls also have their own inherent item caster level which may not be sufficient for a successful crafting.

And I just had a thought as to why it might not have worked so I'm trying something....
Which classes and levels exactly does your crafting character have?
For max skill enchantments required caster level is 18.
It looks like the caster level requirements on a few items may not be working properly. Both the armor enhancements and wondrous item enhancements for spell resistance (which show a caster level requirement of 15) have been returning a "your caster level is not high enough" error with a 17th level character. In addition the skills enhancements also seem to be returning the same error with a sufficiently leveled character (17th level character could not add any skill enhancements).
Now im struggling with enchanting attack though. I assume i should use bless/true strike for bows?
Do you have required special spirit crafting feats?
1. Which item you are trying to enchant: item type and full stats with all already existing bonuses on the item.
2. For which class and spell level you are trying to add a spell slot.
3. Which classes and levels your crafting character has.
4. Exactly which ingredients and which spell you are trying to use to complete the enchantment?
To check if the mod is working just try to salvage some items using mortar and pestle.
Which recipes have you tried?
If you used recipes from the table, then not all of them may work as mentioned in the table description. Full working recipe list goes after the table.
Also there may be other incompatible mods.
Nevertheless, playing with both mods is better to be actually tested. Please give your feedback if you decide to play with both :-)
These mods are really great, I've been playing with them myself for a long time but the authors abandoned some of them long ago unfortunately...
You may need to relaunch the game if it was launched.
