Yeah you're right - this really wasn't built with stealth in mind. Part of the reason the streets are so bright is that I couldn't be bothered to make streetlights.
There might be some distance threshold after which goons stop chasing you. Some parts of the level are more compact then they seem, so even though you crawled through the vent for a while, the goons haven't "lost" you since the absolute distance might be small.
Regarding the gap in the vent - that bit was somehow turned into breakable geometry even though it doesn't show in the editor (as inward-sided sectors can't be made breakable by default). I must have forgotten to deselect it when making the breakable piece with the medkit (hence when you break one, both break). I'll replace that sector with an uncorrupted one.
Speaking of vents, the opening near the hotel entrance has a stupid gap that makes me fall through the map or climb on top of the vent opening.
-The visuals are very high quality, but the outside could be a bit darker, that would also make stealth more viable.
-The layout is very nice, there's a lot of things to find, even some unique places that can't be found in Heart of Glass, like a hotel for example.
-Gameplay is fun, decently difficult.
I feel like the level could be improved by adding more dark spots, as stealth is just not really all that fun currently.
