Cause why should it? This shipset didnt adds extra shipsizes or sections?

Kurogane overwrites the shipsize files while these do not.

Depends wich Kurogane you use its adding extra Shipsections.
It doesnt really is important where you load it. But since NSC3 should be at the bottom of your loadorder, it makes more sense to load stuff like this before
Except if it adds something new, Like Kurogane does on some of its versions

Hmm why does this load before NSC, but kurogane loads after?
