If one was generated, it's because the game deemed the building meets the requirements.
If you're asking me this as a request, I'll consider it, but that would mean that in a run, you'd have to delete the map_basements.bin file from the game folder. This, I estimate (because I've never tested it) would reset all basements to their initial state (losing any loot you've left in any of them).
Let me know if you're interested in a pre-generated basement there, and I'll add it later.
But now there is no point in that mod as well, because, I believe, there are now option in sandbox endless winter. Not sure about winter, but endless day or night for sure! But I'm pretty sure there is one for winter as well.

The big difference with this mod is that winter starts as soon as you begin, and you don't have those 3 days of anticipation. Anyway, check the comments and the discussions section of the mod to see if you can configure it to your liking. Don't hesitate to ask if you need anything; keep me updated.
