this mod made it so that most friendly npcs would stop following me around at random times and eventually caused a softlock when barney refused to follow me at the overwatch nexus

This is probably because you deleted Manual Weapon Pickup. When you delete it you have to return its bind by setting use key back to E in keyboard settings.
