I wasn't enemies with the empire at least (+34) but they dont send any tribute collectors for 2 winters ! As for relying to honor quests, I learned during my frustations that the initial honor quest will only trigger as long as I am in the first year with 3 pawns. Since I'm doing puppeteer run, I went in solo for years at least until I get my psylink neuroformer !
I ended up installing the Perry Persistent Storyteller from Vanilla Expanded Series which guarantees multiple events per day and save scummed for a honor quest. And then at the same day I received my first honor for completing a mission, the damn tribute collector arrived -_-
@VitaKaninen are you sure you don't need a pawn with a title to give gifts at an imperial settlement?
You can send gifts by visiting them with a caravan or by using a drop pods. You do not need a title or to be on good terms in order to gift them things.
My puppeteer run is stunted because these cucks are not giving me honor quests nor sending in tribute collectors. I kept 3 prisoners for 2 years already !
