then you've got some mods interfering, I just loaded it up myself and they're working fine, even after unsubscribing and resubscribing so it was newly downloaded for me

I played the whole ravenholm chapter, he only had an smg for the part where he shows up in the window and tells gordon "my bullets are the least of your concern" the rest of the time he had the annabelle

They might be using the Pistol animations. Very few actually NPCs have those.

There's an NPC in Black Mesa East who also has it so I think civilians can use it too, for some reason

Only NPCs with the Alyx Gun animations can use the Alyx Gun. Which is just her.
