...wasn't it possible to re-embark, once upon a time? It made for a great exploration unit, and the resulting combination of promotions (e.g., march and logistics) was strong for a good long time.

This has been fixed with the latest update. Please clear your cache and start a new game. Let me know if the issue persists.

I have also seen that I can make the drakkar and Leif Erikson on turn zero.

The Drakkar and Leif Erikson are both trainable in cities from turn 0 with the new update
