For anyone who doesn't understand:

Server-based Mods normally have to be limited in size because Landfall, the company that owns the game, has to pay much larger amounts of money when big mods, or big collections of mods, are present.

This library mod allows mod makers to send the data through an alternate system, making Landfall not have to pay as much for mods and giving creators the ability to make much more ambitious mods.

I hope this clears up any confusion.
