Would it be possible to create an alternate version with even fewer? a 10 system empire being able to build 4 is still quite a lot. Maybe a base of 3 with 1 increasing every 25 systems.

Currently caps habitats at 1 per every 10 systems for the AI ONLY. Thanks captain! I won't fight habitat spammers any longer!
