Also, an idea to get a guaranteed Moth is a sort of hero that is an egg, unable to do anything. After a certain amount of time, it hatches into a caterpillar that can do a few things, then transforming into a pupa which can't do anything in that state, then turning into the Moth Governor. Only issue with this would be the time needed.

That kinda happens with some characters in vanilla aswell. You're not guaranteed to get them even when you research their interests.
I gave him a random, periodical chance to join you regardless of research to offset for this, alongside some other chances aswell. You could try those.

Hey, I have recently gotten the mod and have been testing it and I haven't been able to get him. Even after researching the needed stuff, he wouldn't appear. Is there anything I have to do to fix this? Also, I am playing on Imperial mode.
