Take your time, no rush here.
In fact what they have done is greatly increase the image quality of the base game city sets, so I suppose this is a good change. The process of doing the same to mine is going to take a minute if we want the finished article to look good. It's also a chance for me to revisit/retouch some things that I always intended to anyways. Thanks for the nice comments, the steam awards and also for your patience.
TL/DR - I am working on updating this, but I want to do it properly. Don't wait on me for starting any new games.
I haven't even opened the game in about a month, but from what people have been saying, it sounds like they changed the sizes of the images used for cities across the board. Like I say, I haven't even opened the game, let alone look at the new files, but I think it should be as simple as resizing the canvas and reorienting the images.
As an aside, I have no idea why they would do this, but they seem to love tweaking things that aren't at all necessary to touch.
I'll likely keep this mod as a legacy version for those who might want it, and then make a new mod for this new update. There will be a link to the new mod in this mod's description when I'm done.

Portraits WILL spawn if they have the right tags, so that's why that is happening, but I think ships, and for sure cities do not unless there is a mod telling them to do so. So I guess the answer to your problem is in the discussion thread of a different mod. Sorry I couldn't be more helpful, but the scope of this mod means that other things need to be compatible with it, rather than it needing to be compatible with them.
As an aside, I am currently in the process of refining the 2 city styles that ported the ST: Infinite city styles (7th and 11th in the previews), as I've never really been happy with how they turned out.
I set all of the others to randomized = yes but I thought that the AI wouldn't pick them because of how the game was coded. I guess either they changed that, or I just never noticed.
It's an obligatory question before I start messing with stuff: Are you using any other mods? (a list of all of them would be helpful)
I noticed this with "tee_18" and "nest."
Once I've got to 24 cities I plan to go back and refine all of the sets so that they blend in better with the planet backgrounds, but that's not going to be for a while.
Anyway, I hope the newer ones are to people's satisfaction.
Either I didn't see it or it was added with 4.0. Either way, there are now no 'ghost' shipsets in this mod
I have a suggestion for the "issue" with shipsets, I've send you friend request and can help you out with it. If you interested give me a shout :)
They work fine for me.
I have always wanted to make a standalone mod for the ST; Infinite clothing
could never figure out how though
so if you do that i'll keep an eye out
