they are kind of similiar considering ISA is related to UCN which is basically UN evolved into being a extrasolar colonial organization and VSA is just the security of planet (to replace rapid reaction force and possibly the police appointed by ISA)

Yes, as much as I do love Helghast, the ISA and VSA do need more love and I do think they'd make good friends with Halo's UNSC. They're all Marine like. :)
