the characters tab isnt showing up

In the main menu there should be a big beautifull [CHARACTERS] tab to click where you can change between models. In the selector you will se the default ones, but each default one is going to be a different soldier in game

how do i get this to work? in the character menu i cant find the soldier skins (im trying to do this on the cold war one) and it just shows the 6 default skins.
