For anyone who wants to use this on realistic starts the solution is to go to "steamapps\workshop\content\784150\3281287898\House_01" and change building.ini so the field
$QUALITY_OF_LIVING is 0.80 instead of 0.90

The game locks all buildings of 90% quality behind research, but at 80% it is useable right away.

This is great for realistic starts, but the actual barracks for workers to live is locked behind High Quality apartments making it unuseable at the start
