wdym dont work? It's not guaranteed to appear. Every book has a 1/50 chance to be waterbolt, so it could very well not appear on the surface anyway.

Honestly by the time you beat Skeletron there are much better mage options available to you than the Water Bolt so this is kinda justified

Since 1.4.0.1, yeah. I can understand why, since Dungeon loot is supposed to be gated behind Skeletron (or exploits to swooce past guardians). It was more of an easter egg than a sequence break, especially since it was random. There are far worse things Relogic could do if they really wanted to enforce a linear progression.
But also, it's a funny thing and it's been around for so long people miss it, and it took like twenty minutes to find where the code was and another five or something to debug the hook, so it's an easy change.
