They are in fact just broke boys, I often use the trade any settlement mod to relocate in the way vassals and when you gotta drop 20 grand on one to get their home settlement they do in fact start upgrading to tier 2 or 3 so my bad for accusing the mod of being broken it was 100% on my end

That kinda makes sense that they may just be broke, I always see my vassals running around with an army and a half when they have a single minor settlement so knowing that does make sense

@Lexinator I tested both Skaven and Empire after last patch, they were both working in my game with the outpost.

Vassals have lower income due to having to give a portion to their overlord so you won't often see them building higher than tier 1 unless they are holding on to a large amount of gold so often times you have to gift them a large sum of money after every tier is completed. There are mods that make outposts free to build and they will always build them with those without you needing to give them money gifts.

Here is a mod I tested a while ago this year that you could try that would cause the AI to build outpost real fast and for free:

Skaven, Empire and Beastmen, they never went above tier one. Do you think I may need to unsubscribe and resubscribe to get an updated version of the mod?

I think omens of destruction broke something with this mod, may need an update
