prezidents or dictators of mother russia always liked western cars, mostly mercedes limousine, so if there was western car in armed forces like Militsiya, that wasn't normal patrol car, because these was too good for normal peoples.

Eg. Audis in USSR

NOTE: mercedes is from west germany, so that skin for VB is very funny and 200% unrealistic for czechoslovakia police forces, as any state force in eastern block and soviet countries don't buy western cars.
