Hot hair circulates upwards. My guess is that it was easier to create cooling funnel by putting the servers ontop so the cool air from below acts like a chimney blowing the hot air upwards while replacing the air with cooler air from below.
also workers wouldnt need to be seated above this heatsource and had less space to climb to reach their workplace
