Yes, those are the different modes the rulebook offers. There are two rulebooks next to the setup that are set to the pages that explain what the modules are for each expansion. The toggle buttons have tooltips that explain which expansion they are from if you hover your mouse over the buttons.
If you want to play just the base game with no expansions added, just select "Base Game" and then click the Start Game button.
