Also shop guards only they fight petty thiefs i think they could do without robot limbs...
So either you have another mod adding robot limbs to him, or another mod reusing a non-HN character and using them as a HN trader.
Now, if some other mod adds some characters to HN areas that I added limbs to, that would indeed result in issues. But nothing I can do in advance about that, would just have to make a patch.
So I added them to notably skilled/wealthy characters that can have robot limbs, and squad leaders/bosses for most other cases. Some groups don't have good characters for the role, and don't get any, which is fine imo. Not everyone should be able to patch up robotic limbs, just like not everyone has med kits in vanilla.
As a side note, are you sure you don't have another mod adding robot limbs to NPCs? Hounds have a very low chance of even having them, 3%. Half of them having them would be crazy odds unless you have another mod that was handing them out far more frequently.
The idea is cool and all, but it seems that this mod doesn't add repair packs to npcs with robot limbs, making them unable to heal themselves when hurt.
Just realised that I've got half of my hounds reinforcements permanently handicapped after last fight because of this, making me run to city to buy some repairs for them
