Is it possible to change this simply doing by right clicking on settlement and shows you the list to choice from and right click on one of the options you want to any settlement within your general borders regardless if they are character personal holding?
It seems easier to work with.

you can go to common\scripted_triggers\00_building_requirement_triggers, this file is all requirement for all building

What would I need to remove or change to allow the wind furnace to be built anywhere but still lock the innovation to India?
