There's no cargo access from the miner docking ports because of the way the conveyors are piped to the refineries. if you want cargo access use the main docking ports on the ring, or the repair ship's dock.

It is done that way so mining ships can off load ore in to the refineries and then ingots are taken from the refineries and put into the cargo containers

The four connectors on the sides toward the front are for loading ore only connectors on the ring are for off loading

I think your cargo containers are flipped wrong. They're not aligned with the refineries so none of the connectors can dump cargo.
