The winter versions of the maps (de_mirage_winter and de_dust2_winter) do not allow server-side entity spawning.
Because of that, the plugin cannot create or render any dynamic entities on these maps.

In other words, the maps themselves are compiled with restrictions (likely prefab-based or non-dynamic builds), so any CreateEntityByName or similar server-side spawn calls are silently ignored by the engine.
