+5 happiness from a normal building is totally OP. You could capture all the cities in the world and still be having golden ages. Make it +2 tops, or +1 happy +1 culture.

It is unlocked at Refrigeration, which is what the person wanted me to put it at.
So pretty late/mid game.

Will this work with previous saves?
Looks pretty awesome, as long as it's not early game it shouldn't be too bad in balance.
