Does this give bonuses to AI as well or just to the player?

This great! It fixes one of my few criticisms of Civ throughout editions which are:
cultural bonus from early history either is outweighed by modern culture or becomes obsolete, which makes no sense, since a lot of people are interested in the ancient times.
My other issues are it's so urban centric. I mean seriously, some the civilizations here were nomadic for millenia, like the Mongols. Since when did the Mongols build libraries and settle in permanent locations before or during the rule of the Khans? They had a very strong oral tradition.

I'm going to check this out and see how it works!
