My time is limited and i can't just take request from every comment i get on the 46 mods that i have. Especially if it's out of scope requests.

this mod was made to specifically deal with the issue of boxers not firing

You are correct, through and through.
But to sum up the reason why it was done this way:
1st, if we set the criteria to be too lenient, that will make the event trigger consistently too early. (as opposed to 1899)
2nd, there is some merit in using pan-nationalism instead because han culture covers such a large area of land and amount of people.
3rd, there is also the “snowball theory” of Han nationality, as described by Xu Jieshun, which is conceptually very similar to what pan-nationalism represents in vic3 (think germany and italy)
Hopefully this sufficiently justifies the reasoning behind using pan-nationalism as a criteria. Thank you for your comment.
And I want the player to see the looming threat coming should they use this mod.
